[openstreetmap/openstreetmap-website] Language switcher on the homepage (#1115)

Please focus.
What are we discussing here?
* my browser is set to en, osm.org is not => this would be a bug we are not aware of. Please open a new item.
* I am in a internet cafe in Korea, I should be able to use osm.org => this would be solved by a switcher => is a missing feature (this very issue)
