All I know is the user pushes the button labeled "Edit", and it is the responsibility of the website to be sure that what happens next does not embarrass OSM.

Currently (2024):
Looking at
https://www.openstreetmap.org/?mlat=39.29514&mlon=105.4995758#map=12/39.2953/105.4996
The edit button is in faint colors and its mouseover says "Zoom in to edit the map."
Now click "+", bringing us to zoom level 13. Upon which we can now click the edit button.
OK, now we are on
https://www.openstreetmap.org/edit#map=13/39.2953/105.4996
which also says "+ Zoom in to edit."
OK, we hit that "+", landing on
https://www.openstreetmap.org/edit#map=16/39.2953/105.4996
where we can finally edit.
