[openstreetmap/openstreetmap-website] Update welcome sprites to SVG (PR #4796)

This pull request replaces PNG icons for the welcome sprites with their minimized SVG variants, to ensure screens with high pixel densities can display the OpenStreetMap website with beautiful graphics.
