[openstreetmap/openstreetmap-website] Menu hamburger icon to SVG (PR #4798)

This pull request replaces PNG icons for the hamburger icon with their minimized SVG variant, to ensure screens with high pixel densities can display the OpenStreetMap website with beautiful graphics.
