[openstreetmap/openstreetmap-website] Change subject of note-notification to improve auto-grouping in email-clients (Issue #4047)

Actually I would prefer a solution using the "references" header field (https://www.rfc-editor.org/rfc/rfc5322.html#section-3.6.4) over using subject.
The reason is that several mail systems manipulate the subject before it eventually arrives.
Apart from that the default subject containing "on of your notes" is a terribly poor choice: Why not name the number of the note?
Finally: Don't make the standard follow Gmail, but make Gmail follow the standards; i.e.: Implement the mechanisms from the Internet Message Format RFC; if Gmail can handle it, then good, and if it cannot most other users will be happy most likely.
Opinion: Message threading based on subject is like you never read the Internet Message Format RFC.
