[openstreetmap/openstreetmap-website] Drop bogus html.dir from ne locale (89cac21)

I've tried to fix this upstream - I couldn't figure out a way to remove the translation completely (and I didn't want to submit a blank one, since that might also fail) so I set it to `ltr`. 

If it comes back we can raise it with the translatewiki team.
