[openstreetmap/openstreetmap-website] Add original note in note reply email (Issue #4834)

How would that work? I see the initial comment on a note and in addition the last comment. But what about all the comments in between? The latest comment might not have anything to do with the initial comment. 

In the given example, what eMail client is used? Since we get mails on all comments, the email thread should explain the context quite well. (Once we fix it for more eMail clients … https://github.com/openstreetmap/openstreetmap-website/issues/4047.)
