[openstreetmap/openstreetmap-website] Dark Mode for maps (Issue #5328)

I see no one is testing for Firefox, option 1 should be used because CSS filter are not well optimized on Firefox and makes panning very laggy, even on good computer.

It's not very noticeable in this screen recording because you don't see the mouse input lag, try it for yourself.
