[openstreetmap/openstreetmap-website] Humanitarian Layer has stopped loading (Issue #5345)

### How to reproduce the issue?

1. Navigate to openstreetmap.org
2. Switch layer to "Humanitarian"
3. Zoom in beyond Zoom 5

The humanitarian layer was working fine on 11/19/2024, and stopped working on 11/20/2024. It is broken on Windows in both Firefox and Chrome. It also will not load on iOS Safari. The Eastern United States and Europe is definitely affected.
