[openstreetmap/openstreetmap-website] Dark Mode for maps (Issue #5328)

Remove the tile filter, keep the dark UI. This seems to be the solution that will make most users happy.
Then continue thinking about an optional switch for darkening the tiles.
Can't we simply agree on that for now?
