[openstreetmap/openstreetmap-website] Add short links to OSM objects (Issue #5244)

There's a question about whether this is an operational issue that would be implemented outside of this repository or not - it could be done either way.

If it was to be specific to osm.org then it would be an operational matter for sure.

Most of what you're suggesting (except notes and users) is already possible with our existing shortlinks, for example https://osm.org/go/evym08dfG?node=4513817737.
