[openstreetmap/openstreetmap-website] Switch from ubuntu to debian and refactor Dockerfile (PR #5157)

Definitely agree, I'm just not sure if we should do it here on in separate PR.

I'm not sure how managing users works in Docker and what are the pros/cons of using approach you mentioned.
