@tomhughes I'd be interested to understand you reasoning.
Appeal process is not an admin task and I bet 10000:1 of account removals will not involve any appeal.

At the moment there is no negative feedback loop for "SEO" spammers when they post spam. "No follow" isn't preventing OpenStreetMap.org being promoted in the SEO community as good site for backlinks.
