[openstreetmap/openstreetmap-website] number of Blocks Given (Issue #5197)

What does the number next to "Blocks Given" mean? It is false, because it only shows active blocks, not all given ones.

So either it should be that this field is called "Blocks Given and active", or the number should show all blocks given by a moderator. I am in favor of the latter option. Couldn't we just give the number of all given blocks?

Examples:
* Here https://www.openstreetmap.org/user/skquinn shows 0, because the only [block given](https://www.openstreetmap.org/user/skquinn/blocks_by) by this user is no longer active.

Another thing is that with former moderators, there is no link to "Blocks Given":
https://www.openstreetmap.org/user/FTA
https://www.openstreetmap.org/user/FTA/blocks_by
I think the link should be there, because we still have "Active Blocks 0" on userpages with blocks which are no longer active.
