[openstreetmap/openstreetmap-website] Deduplicate note adding instructions (PR #5870)

There's already one deduplicated section `<%= render "any_questions" %>`. You could have done the same with *Add a Note!*, except maybe without including `<h2>`/`<h3>` in the template because they're slightly different. In this case you wouldn't need to come up with i18n scope names and use the template defaults.
