only users can comment on notes

> Following PR https://github.com/openstreetmap/openstreetmap-website/pull/5468, we still have a user in North of France who posts a huge amount of anonymous notes

another option is bot closing all anonymous notes in a given area (or reviving idea of dropping anonymous notes altogether)
