I know @1ec5 has plans to start publicising some of the more significant changes but it's not going to take this form.

I would dispute the claim that 99.99% of FOSS projects work like that anyway - there are a wide variety of different things that projects do ranging from nothing via automatically created changelogs/release notes generated from commit history to manually maintained documents.

The key difference though is that they are publishing a software product while we are running a service and this repository is essentially an implementation detail of that service rather than the end product and there are better ways to announce changes that are more likely to reach the users of openstreetmap.org than documenting them here.
