[openstreetmap/openstreetmap-website] Hide routing submit button (PR #5960)

Reorganises the routing form according to proposals D/E of https://github.com/openstreetmap/openstreetmap-website/issues/3123#issuecomment-803143179.

The submit button is only visually hidden, but can be tab-navigated onto.
