Meant to add a postscript here. I spoke to the maintainer in the OSM Telegram group. They were entirely unsympathetic and claimed the feature was necessary after they and some other people in Russia had needed to track some username-changing vandals in the past, which strikes me as a clear example of throwing the baby out with the bathwater. I ended up deleting my old account.

I don't know if anything can be done to insulate contributors from this risk, apart from adding a warning on the signup page that usernames are forever data. English Wikipedia already does this, plus linking to their username guidance page which includes a section on the risks of registering with your real name.
