### How to reproduce the issue?

1. Scroll around on the map e.g. to zoom level 18
2. Enable "Map Notes" overlay
3. Zoom out past zoom level 9. (Depending on the region, already only part of the total number of notes is displayed on the map, apparently there is a threshold)
4. Try to disable "Map Notes" overlay again: this is now no longer possible because the check box is grayed out on lower zoom levels, even though the check mark stays enabled.

Somehow this regularly happens to me: I often leave the "Map Notes" overlay on by accident, and the setting is remembered. When I then search for something like "France" via a browser shortcut/search bar, the zoom layer is set to a low zoom value by default while trying to fit the whole of France onto my screen, additionally displaying a few lost red/green note pins on the map, which could be confused with the coloured pins showing the search result. Then I remember that I need to disable the overlay again, but to do that, I need to zoom in a lot.

I understand that it should not be able to enable the overlay past a certain zoom level, but it should also auto-disable when zooming out, or at least not gray out the checkbox when it is already enabled.
