@simonpoole it would help if you explain the *why* here, not just state "should not"! Particularly because the "bottom" of the linked issue will change any time someone comments.
>From what I understand, the problem is that a semi-colon is a valid character in a URL. Therefore OSM can have no robust convention about treating semicolons as delimiters between two urls, since it's impossible to tell whether it's a url with a semicolon in the middle vs two urls with a semicolon between them.
`https://example.com/foo;http://example.com/bar` is a valid url, with the path `/foo;http://example.com/bar`
Is this what you mean?
