@simonpoole it would help if you explain the *why* here, not just state "should not"! Particularly because the "bottom" of the linked issue will change any time someone comments.

Therefore OSM can have no robust convention about treating semicolons as delimiters between two urls, since it's impossible to tell whether it's a url with a semicolon in the middle vs two urls with a semicolon between them.

`https://example.com/foo;http://example.com/bar` is a valid url, with the path `/foo;http://example.com/bar`

Is this what you mean?
