[openstreetmap/openstreetmap-website] Language selector broken by attempting a submission (Issue #6598)

### How to reproduce the issue?

1. Click on the language selector.
2. Press Enter.

The language options disappear, replaced by an endless spinner. If you close it and open it again, the spinner is still there and the form can't be used, requiring a full page reload.
