[openstreetmap/openstreetmap-website] Add arrows to bus relations (Issue #6425)

The placement of arrows can be tricky if the same way is used several times in the same relation. Whereas most bus routes have a logical structure, we also have a fairly large number of cases where a bus route does a loop and uses the same ways several times during the same trip, either once in each direction or twice in the same direction.  If we must test all the conditions, it might imply a performance hit to render the relation.

Example here: https://www.openstreetmap.org/relation/15681845 (Yes, this is a valid PTv2 relation and this is a single trip.)
