[openstreetmap/openstreetmap-website] Move spammy phrases to DB (PR #6549)

Initial feedback: We've populated the list with 89 words or phrases and there has been a nice improvement in the number of SEO/Spam accounts automatically being suspended (Up to ~10 per hour).
