For clarification: When i speak of raster resampling i speak of any method to derive a grid of pixel colors from a different grid of pixel colors.

My recommendation as an OSM-Carto maintainer is clear here: Don't do it.  This has - said hinted at - not only technical reasons but is also based on considerations about viewing experience.  For generating maps at scales between the scales we design for essentially the same applies as for rendering maps in different projections: You can do this by rendering the style with such parameters (Mapnik allows rendering at arbitrary scales, not just the integer zoom levels) and the results will be quite ok even out of the box.  But adjustments to the style are usually advisable - hence we consider this primarily the domain of derivative styles.

That being said - and not speaking as an OSM-Carto maintainer any more now: Processing raster geo-data - both photographic and cartographic - is a tricky field where both theoretical knowledge and practical experience are significant to achieve good quality results.  My impression is that most work in the OSM and Open Source map rendering communities around this is essentially deficit management rather than striving for innovation and excellence.  If there is a serious investment in changing that i would gladly contribute.  But as is i can't really comment on an *is it better to set this parameter to A or B* matter.  From my perspective (and as said - i am saying this now not as an OSM-Carto maintainer but as someone with extensive knowledge and experience in raster geo-data processing) this is simply the wrong question.

Regarding resampling being done on other websites showing OSM-Carto.  I have occasionally seen this on sites using Leaflet or Openlayers, but it is very rare and usually seems to be the result of misconfiguration (i.e. not deliberate but accidental).
