[openstreetmap/openstreetmap-website] Add instructions for map on dashboard (Issue #6660)

User logs in and visits https://www.openstreetmap.org/dashboard
and sees a white map.

Perhaps add a mouseover or title, saying what this map is all about.

And add instructions on how to use it and then restore it to its original state.
