I think it's an interesting idea, and re-activation of mappers is something that we currently don't do at all.

However, I would prefer not to implement this particularly idea right now, for a few reasons.

* First, we would want to have a proper notifications system implemented beforehand. This would allow users to control whether they receive this type of notification. I want to avoid adding any more notification complexity before we have the foundations sorted out.
* Secondly, I would want to be able to trial sending these notifications to a sub-set of registered users, so that we don't go from 0 to 100 instantly. Both from an email spam scoring point of view, but also so that if e.g. 0.1% of recipients come and complain on the forum, we don't suddenly get 30 complaints each day. We would want to notify a subset of users and see what happens. We don't have a mechanism to do this at the moment.
* Thirdly, I would like the effectiveness of the email to be measured, so that we can see if the intended behaviour (e.g. reactivation) actually works, or if it's just noise for the recipients. This would likely be managed by an OSMF working group (e.g. CWG, or perhaps EWG) but that would also need the infrastructure to track account usage etc to get them usable stats. We don't have any of that yet.

So without prejudicing future work, I'm going to close this issue as "not yet". I could leave it open, but realistically it's not going to be implemented for many years, so it's not helpful to do so.
