[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

I'm not sure what to do with subscribe/unsubscribe. Commenting a changeset subscribes you, and you can argue that the permission to comment should also be a permission to subscribe. But opening a changeset also subscribes you, and that's a different permission.

Do we need another permission just for subscribing/unsubscribing, something like `consume_messages` for messages?
