### How to reproduce the issue?

I have never previously encountered any problems with rate limits when commenting on changesets using my account ([pitscheplatsch](https://www.openstreetmap.org/user/pitscheplatsch)). However, over the last two days, something seems to have changed. From what I can count, my account now appears to be restricted to making only 6 comments per hour. Has there been any adjustment to the rate limits?

Given the number of edits associated with the account mentioned, shouldn't I typically be subject to the higher limit of 60 comments per hour, or am I misreading the settings?
