[openstreetmap/openstreetmap-website] Hover effect is different in buttons (Issue #5367)

### Should these buttons even be separate?
You need to be signed in to edit anyway, and the edit button already redirects to the login page. So why not change the edit button to something in the vicinity of "Log in/Sign up to edit" and remove them on the right?
