I think the point here is that we have this sentence on the copyright page:
> please refer to our [takedown procedure](https://osmfoundation.org/wiki/Takedown_procedure) or file directly at our [on-line filing page](https://dmca.openstreetmap.org/).
Each link takes you to a different page, which are very similar to each other (although not quite the same!) and both of them tell you to do more or less the same thing nowadays. So we probably only need to link to one, not both.
It's not clear to me which one is best to link to.
