[openstreetmap/openstreetmap-website] Use baselayerchange/overlaylayerchange instead of layeradd/layerremove (PR #5474)

I think I found a way to reproduce this (If you meant it):

1. Open https://www.openstreetmap.org/#map=19/60.008946/30.217791&layers=Y
2. Change Y -> H
3. Change H -> Y (the layer has not changed)
