There are two types of how translations are handled, either as plain text or as full html. The latter is discouraged if it's not needed. This non-issue about character encoding is exactly that, the U+00a0 characters already show up highlighted by editors, and why should the text as displayed on translatewiki not match how it's displayed on OSM?
