Firstly there is basically agreement at all on order and it's a complete toss up whether any given tool/format puts latitude or longitude first.
Secondly I believe that the specific example you've shown (and it's not clear if that is the only place you are talking about) will already show both orders if there is any confusion - it only limits itself to one order when one of the coordinates is over 90 meaning that it must be the longitude.
