[openstreetmap/openstreetmap-website] Add Cross-Origin-Opener-Policy header (2ff4d6a)

For those who can't switch from `popup` to `redirect` mode, I've proposed a hotfix to make the `popup` mode work again:

- [osmlab/osm-auth#138](https://github.com/osmlab/osm-auth/pull/138) - not published yet
- [osmlab/osm-api-js#24](https://github.com/osmlab/osm-api-js/pull/24) - published as [`v3.0.0-beta`](https://www.npmjs.com/package/osm-api?activeTab=versions)
