The issue here is that there's no client in every case. As an example, the export feature on osm.org (https://www.openstreetmap.org/export#map=13/51.48630/-0.08583) delegates the download to https://www.openstreetmap.org/api/0.6/map?bbox=-0.25749%2C51.39214%2C0.08583%2C51.58027 - which ultimately returns the error message as plain text.
