[openstreetmap/openstreetmap-website] Add Cross-Origin-Opener-Policy header (2ff4d6a)

I was expecting `:rel => "noopener"` to be sufficient to prevent this sort of issue. I found 1 or 2 places where this attribute isn't set. Can you maybe comment if adding this attribute would have helped here, irrespective of adding the COOP header?
