### Problem
Pages for elements and element history have a little speech bubble icon with a counter next to it that shows the number of comments on the corresponding changeset that created/modified the element.
The icon and number is currently non-interactive. Intuitively, clicking on it should show the related comments.
### Description
The speech bubble icon + comment count number on element (history) pages should be made into a link that leads to the changeset (discussion) for that element.
I.e. it should behave in the same way as clicking the changeset id.
