[openstreetmap/openstreetmap-website] Switching layers and panning can cause vector tiles to be misaligned (Issue #6226)

I've also managed to get the vector layers out of sync in a way where _neither_ panning nor zooming causes the layers to resync.
Sadly, I was unable to reproduce it.
