[openstreetmap/openstreetmap-website] Change “Standard” to “OSM Carto” in map layer menu (Issue #6230)

### Problem

The first entry in the map layers menu says “Standard”, encouraging site users to use a map based on the increasingly unmaintainable Mapnik stack. 

### Description

Replace “Standard” with “OSM Carto”.
