[openstreetmap/openstreetmap-website] Zooming out all the way on vector layer causes glitches (Issue #6233)

Echoes of OpenHistoricalMap/issues#353. If this is the same issue, zooming out to raster z0–z1 really exacerbates it due to [the discrepancy between raster and vector zoom levels](https://wiki.openstreetmap.org/wiki/Zoom_levels#Mapbox_GL). Ultimately, OpenHistoricalMap/ohm-website#263 fixed it by constraining vertical panning at the poles, but without constraining horizontal panning beyond the antimeridian.
