[openstreetmap/openstreetmap-website] Overwrite marker shadow interactability (PR #6250)

Since Leaflet's divIcon doesn't support putting elements in the shadow pane, all `OSM.getMarker` shadows are currently interactive.
This PR overwrites this behaviour.
