[openstreetmap/openstreetmap-website] Switching layers and panning can cause vector tiles to be misaligned (Issue #6226)

I can reproduce this also - came here to report it.

As a further part of the reproduce case:

5. If you then pan the vector layer, it jumps at the start of the drag.
