Yes that's an OpenID Connect endpoint not an OAuth endpoint - no idea why JOSM wants to hit that because it's not necessary and I don't think it even existed when they first added OAUth 2 support.

It doesn't strictly speaking need the signing key though one of the URLs it returns would.
