[openstreetmap/openstreetmap-website] Use a bootstrap dropdown for language selection (PR #6103)

Those single-column dropdowns are probably not the best idea. I made a version with [Bootstrap Modal](https://getbootstrap.com/docs/5.3/components/modal/) and up to four columns:

Gets down to two columns on reasonably small screens (360px):
