[openstreetmap/openstreetmap-website] open marker is not displayed, my browser claims "it uses an invalid or unsupported form of compression" (Issue #5748)

It is coming back with weird headers:

content-encoding: zstd
content-language: br
```

Now we don't return `zstd` so that must be cloudflare? But the `br` is odd unless they are misinterpreting upstream returning a brotli encoded image?
