[openstreetmap/openstreetmap-website] Use filled chat icon for nonzero comment counts in history (PR #5775)

Addresses "hard to spot changesets with comments" #5757 #5770.

We had a filled icon, which was actually *add new note icon*. When I was replacing it, I first tried the filled chat icon from Bootstrap, but it stood out too much and I went with unfilled. Now if people want changesets with comments to be more noticeable, using the filled icon might help, assuming that most of changesets don't have comments.
