[openstreetmap/openstreetmap-website] Contribution heatmap is off by a month (Issue #5802)

I can also reproduce the issue on every browser I've tried.  So far I've tested the latest versions of:  

- Firefox on MacOS
- Chrome on MacOS
- Edge on MacOS 
- Safari on MacOS
- Chrome on Android
- Firefox on Android


`I18n.locale` gives `en`.  Not sure if timezone would affect this, but I'm in UTC -4.
