[openstreetmap/openstreetmap-website] Implement JSON support for the changeset download API (PR #5973)

So we could probably deploy the cgimap implementation on the dev server (as dedicated entry in https://apis.dev.openstreetmap.org/) for further testing, and get some feedback on the proposed format.

The implementation covers changeset download and upload in JSON format. I'm using "action": "create" now, since we're already using type for "node"/"way"/"relation".
