[openstreetmap/openstreetmap-website] Move heatmap to Turbo frame (PR #6046)

The cells resize to fit into the container without scrolling, the current min width of 10 px can easily be increased.
There's also the option to assign the rows and cols as variables and switch the axies for small widths, then the cells can be an elderly friendly size too.
